Executive Summary

Coal ash iron and steel slag are very high volume of Industrial wastes,and have been disposed in reclamation area. However reclamation is severely restricted nowadays. Therefore,recycling utilization of these materials are requested. It is essential for Sustainable Development.
 Sand or similar materials are widely used in port construction workand the volume is very high. The author has investigated the utilizationof fly ash and steel slag in port construction work. First, the properties as a material like sand has been investigated by survey literature and data, the element tests, and field observation. Second,the behavior of the material and the serviceability of the methodhave been examined through field tests. Fly ash has light weight and pozzolan activity, and the results have verified that it is useful material by adding a small volume of cement. Steel slag is heavy material compared with sand and has large friction angle, so that it is useful as the material for SCP.
