Executive Summary

 The approaching matured stage of the country is now pressing its port development policy for drastic change from the long lasting quantity-oriented to the quality-oriented.
 To cope with these situations, this study has at first established the theoretical basis for significance of palnning and improving not just port facilities as has practiced in the past, but port areas as a whole. This concept has been found as a completely new approach to port planning bosed on a historical review of port planning theories.
 Secondly, the current conditions as well as major problems of the country's port areas have been discussed, which has led to the definition of broad goals together with specific issues to be tackled in the proposed port area planning. Further, the study has analyzed practical process of port area improvement, identifying the critical need for a Master Plan of Port Development. The basic concepts and etc of such master plans have also been discussed in details.
 Thirdly, an overall planning methodologies have been proposed redevelopement projects of inner harbor areas. They have been applied to an actual redevelopment project, results of which are also presented in the report.
