Executive Summary

 We published A Comprehensive Environment Assessment System for Port Planning on Technical Note of The Port and Harbour Research Institute, NO. 214 in 1975. And, we have studied the practical method to put that assessment system into practice these two years.
 This is the first report of that research. The purpose of this study is to know how residents evaluate the output from Matrix R (the conditions of their environment matters), namely to draw up Matrix S.
 Matrix S is made by using the data on the conditions of theenvironment matters and using the concious of Residents.
 The concious of residents is known by field survey. In this study many problems including following three are cleared.
 (1) accuracy of the data on environment
 (2) the method of survey
 (3) the method of analysis
