In this paper the development of the optimum design program for the concrete block quay was carried out applying the technique of the non L.P. programming, especially SUMT. In order to evaluate the amount of influence on the total construction cost of the numerical veriances of the design conditions, the optimum designs for various design conditions were calculated utilizing this program and the regression equations which defines the relationship between the total cost and desgin condition factors were obtained from this results.
